Freedom of Information Publications Scheme
Under Section 19 of the Freedom of Information Act 2000, the Northern Ireland Social Care Council (NISCC) is required to adopt and maintain a Publication Scheme which has received approval from the Information Commissioner.
The Act gives the general right of access to all types of ‘recorded’ information held by public authorities, sets out exemptions from that right and places a number of obligations on public authorities. The Act will come fully into force in January 2005. The NISCC has two main responsibilities under the Act – adopting and maintaining a Publication Scheme and in dealing with requests for information. The individual right to request information will come into force in January 2005.
The Freedom of Information Act does not affect the right of individuals to confidentiality in accordance with Article 8 of the Human Rights Act (1998), the Data Protection Act (1998) and common law. Maintaining confidentiality continues to be an important commitment for the NISCC. To help with this, the NISCC had appointed an officer who has responsibility to ensure the protection of individuals’ confidentiality this officer is:
